Speaking in Kentucky Friday a few hours before Obama made his remarks at the White House, Vice President Joe Biden also made pointed reference to Iran, saying, "What is at stake in Egypt and across the Middle East is not just about Egypt alone."

He said it was time for Iranian leaders to let their people speak out freely. "I say to my Iranian friends: let your people march, let your people speak ... it's a bankrupt system."

Climax to weeks of protest
The announcement Friday by Vice President Omar Suleiman that Mubarak was ceding power was the climax to street protests and efforts by U.S. officials to persuade Mubarak to retire and allow his country to evolve toward a genuine democracy.

A leading Republican, Sen. Lindsey Graham, R-S.C., said, "For the past 30 years we have spent American tax dollars to build relationships between the United States and Egyptian military. This long relationship bore at least some measure of fruit during the recent crisis when the Egyptian military remained loyal to the people of Egypt — not its ruler."

But the change of power in Cairo raised questions about the long-term effects of a new regime on American strategic interests in the Middle East.

Kerry warns of Gaza precedent
Senate Foreign Affairs Committee chairman Sen. John Kerry, D-Mass, said Friday that Egypt’s new leaders “must heed the call to lift the emergency law and clarify a timetable to establish a proper foundation for credible elections.”

Like Biden, Kerry pointed to potential effects on other governments. “What happens next will have repercussions far beyond Egypt’s borders,” he said. “We know from recent experience in Gaza that this requires not just elections, but hard work to build a government that is transparent, accountable, and broadly representative.”

In the 2006 elections in Gaza, the radical Islamic movement Hamas, which has ties to the Iranian regime, won a majority in the Palestinian parliament. That came as a stunning and unwelcome outcome for the U.S. and Israeli governments, who designate Hamas as a terrorist organization.

House Foreign Affairs Committee chairman Rep. Ileana Ros-Lehtinen, R-Fla., called Friday for internationally-recognized elections and said “the Egyptian military can continue to play a constructive role in providing for security and stability during this transformational period.”

She said the Obama administration must “urge the unequivocal rejection of any involvement by the Muslim Brotherhood and other extremists who may seek to exploit and hijack these events to gain power, oppress the Egyptian people, and do great harm to Egypt’s relationship with the United States, Israel, and other free nations.”

Three decades of close U.S.-Egypt military ties
Over the past three decades, U.S. military officers have built close relationships with the Egyptian military, with Egyptian officers studying at U.S. staff colleges and joint U.S.-Egyptian military exercises and strategic planning.

The shift to military rule makes the familiarity of U.S. officers with their Egyptian counterparts such as Gen. Sami Anan, chief of staff of the armed forces, all the more important — as Admiral Mike Mullen, the chairman of the Joint Chiefs of Staff proved Thursday night.

Pentagon officials told NBC News that Mullen, called Enan Thursday night after Mubarak's surprise non-resignation speech. The officials would not characterize the discussion.

Defense Secretary Robert Gates also called Field Marshall Tantawi.

Obama and his aides had been forced to improvise a short-term response Thursday after Mubarak’s non-resignation speech left many stumped.

Change in Obama's tone
Obama's tone was less sanguine Thursday night than it had been earlier in the day, when he’d declared that it was “absolutely clear” that “we are witnessing history.”

In contrast, Obama's glum Thursday night statement was on paper and not in front of TV cameras.

"Too many Egyptians remain unconvinced that the government is serious about a genuine transition to democracy, and it is the responsibility of the government to speak clearly to the Egyptian people and the world," Obama’s statement said Thursday night.

Many observers had expected Mubarak, who had ruled Egypt since 1981, to step down on Thursday.

CIA chief Leon Panetta hinted in a House hearing Thursday that Mubarak’s departure was only a matter of hours.

Responding to a question from House Intelligence Committee chairman Rep. Mike Rogers, R- Mich., Panetta said, “I got the same information you did. That there is a strong likelihood that Mubarak may step down this evening, which would be significant in terms of where the hopefully orderly transition in Egypt takes place.”

But Panetta also explained to the committee the difficulties facing CIA analysts in trying to predict when a despot will cede power.

“Our biggest problem is always, how do we get into the head of somebody? We're trying to get into the head of Kim in North Korea. We're trying to get into the head of the supreme leader in Iran. When it came to (former Tunisian leader Zine el-Abidine) Ben Ali, I think everybody assumed the dictator... was going to basically crush any kind of demonstration. I don't think he even knew he was going to get the hell out of town until he decided to jump on a plane and leave.”

But Panetta claimed “frankly, because of what happened in Tunisia” where Ben Ali was forced out of power last month, “we were in a better place to look at Egypt and what was happening in Egypt.”

For three days, prospective Republican presidential contenders delivered speeches at the Conservative Political Action Conference here, introducing themselves to influential figures who will help choose the nominee. The results of a straw poll on Saturday underscored the fluidity of the field.

Representative Ron Paul of Texas won the poll for the second year in a row, and Mitt Romney, the former governor of Massachusetts, took second place. The results reflected the challenges that lie ahead for Republicans as they weigh arguments of electability and ideology and try to unite the party.

Mr. Paul received 30 percent of the vote, and Mr. Romney won 23 percent. The rest of the potential contenders finished in single digits, including Sarah Palin, who declined an invitation to speak here; she received support from only 3 percent of the poll’s voters.

Organizers said that more than 10,000 people from across the country attended the conference, but only 3,742 of them participated in the straw poll, the results of which offer little indication of which candidate will emerge to take on the president. The tepid showing of many of the candidates underscored the problems they face as they seek to introduce themselves to Republican primary voters. The conference is intended to allow candidates to test the themes of their prospective candidacies.

The people who attend the conference, which has been meeting in Washington for nearly four decades, are not representative of Republican primary voters. But nearly a dozen potential candidates still delivered speeches in hopes of building support.

Many of the potential contenders who are expected to announce their candidacy in the coming weeks fared poorly in the straw poll, including Newt Gingrich, the former House speaker, who received 5 percent, and Tim Pawlenty, the former governor of Minnesota, who got 4 percent.

Ms. Palin has not announced her intentions, but her supporters confirmed on Saturday that she had hired a veteran Republican adviser to run her political action committee and try to bring order to her political operation.

The adviser, Michael Glassner, who first worked with Ms. Palin during her 2008 vice-presidential campaign, will become Ms. Palin’s top political aide.

“We are very grateful that he is bringing his expertise to our enterprise,” Tim Crawford, the treasurer of SarahPAC, said.

Ms. Palin has long operated with a shoestring staff, with much of her political decisions made with her husband, Todd. Her political action committee already has several employees, but the line of authority inside the operation has been unclear to Republicans who have tried to reach out to Ms. Palin.

Mr. Glassner, who worked for the 1996 Republican presidential campaign of former Senator Robert Dole of Kansas, was hired to organize Ms. Palin’s political ventures. But the decision to bring him aboard is not necessarily a sign that she is moving closer to a presidential run, according to two Republicans who support Ms. Palin, but an indication that she is trying to get organized as she decides her future.

Lawsuit Over Video

Andrew Breitbart, the owner of several conservative Web sites, was served at the conference on Saturday with a lawsuit filed by Shirley Sherrod, the former Agriculture Department employee who lost her job last year over a video that Mr. Brietbart posted at his site biggovernment.com.

The video was selectively edited so that it appeared Ms. Sherrod was confessing she had discriminated against a farmer because he was white. In the suit, which was filed in Washington on Friday, Ms. Sherrod says the video has damaged her reputation and prevented her from continuing her work.

Obama’s budget seeks deep cuts in domestic spending

WASHINGTON — President Obama, who is proposing his third annual budget on Monday, will say that it can reduce projected deficits by $1.1 trillion over the next decade, enough to stabilize the nation’s fiscal health and buy time to address its longer-term problems, according to a senior administration official.

Two-thirds of the reductions that Mr. Obama will claim are from cuts in spending, including in many domestic programs that he supports. Among the reductions for just the next fiscal year, 2012, which starts Oct. 1, are more than $1 billion from airport grants and nearly $1 billion from grants to states for water treatment plants and similar projects. Public health and forestry programs would also be cut.

Home energy assistance to low-income families and community service block grants would be cut in half, and an initiative to restore the Great Lakes’ environmental health would be reduced by one-quarter.

The administration readily concedes, even boasts, that the president will not win any race to outcut Republicans. In the House, Republicans are trying to slash up to $100 billion in the current fiscal year alone before they begin writing their own proposed budget for 2012 and beyond.

But the administration contends that its plan would leave the country in better overall fiscal health than the path Republicans envision. Even as they seek to downsize domestic programs, they would exempt the Pentagon from budget reductions, make permanent all the Bush-era tax cuts that are to expire at the end of 2012 and repeal cost-saving provisions of the health care law.

Extending Bush tax cuts — for some
Mr. Obama would also extend the Bush tax cuts, but not for people whose taxable income is more than $250,000 a year. His budget does not count that proposed change as a savings; in fact, the huge revenue loss from extending the tax cuts for all income below that amount is included in his deficit projections for the remainder of the decade.

By 2015, the senior administration official said, Mr. Obama’s budget would show a deficit of just over 3 percent of the gross domestic product, down from three times that level, and at roughly the point that economists consider stable; it would hover around that point through 2021. But beyond 2021, an aging population and rising health care costs are forecast to drive annual deficits higher again.

With Republicans in charge of the House, Mr. Obama’s budget is more a statement of his priorities and philosophy than an actual template for federal spending and tax policy. Long-term budget projections — and especially deficit forecasts — are frequently unreliable because they are subject to so many political and economic variables. The point of Mr. Obama’s forecast is less to promise a specific result than to signal to voters and financial markets that he is serious about reducing annual deficits.

Mr. Obama’s budget will also serve as his frame for the debate with Republicans over the highly political act of writing next year’s budget — even as he tests Republicans’ willingness to compromise on the more divisive solutions to the nation’s long-range imbalances. “This is the opening bid in a long process,” said Senator Richard J. Durbin, Democrat of Illinois and the second-ranking Senate leader.

Previewing his budget message, Mr. Obama has argued for weeks that cuts deeper than he is seeking could threaten the fragile economic recovery and that America’s future growth and competitiveness demand increases in programs for education, infrastructure, innovation and research.

Ignoring bigger problems
Mr. Obama would reduce military spending and some health program costs, but neither party is tackling the unsustainable long-term growth of entitlement programs like Medicare or proposing to raise revenues significantly to close the budget gap.

“This is a budget that’s at that pivot point where we’re saying we now have to move from making sure the recovery takes hold, while being careful not to undermine it, to start to move in the direction of putting policies in place that deal with the deficit,” said the administration official, who spoke on the condition of anonymity in order to preview budget details, “because if we don’t deal with the deficit, it becomes the potential next substantial economic challenge.”

The $1.1 trillion in total deficit reduction that the administration will claim through the 2021 fiscal year is measured from spending levels enacted by Congress and the president for the 2010 fiscal year. Comparisons of the impact of Mr. Obama’s new budget and House Republicans’ proposals on deficits and the size of government are difficult to make until both budgets are available.

House Republicans will begin work on a 2012 budget after they finish trying to shrink current spending. But their proposed $100 billion cut for this fiscal year, already four months old, would translate over a decade into more than $1 trillion in deficit reductions, budget analysts say.

Yet even if House Republicans can resolve internal fights over the cuts and pass them, such reductions will not survive opposition from Mr. Obama and the Democratic-controlled Senate. The Republicans’ zeal for spending cuts, however, suggests that Mr. Obama ultimately could be forced to accept bigger reductions in overall nonsecurity spending than he now supports.

Freeze would only cover tenth of spending
The president has proposed a five-year freeze of such spending, through 2015, which the administration estimates would save $400 billion in the next 10 years.

Decades of budget history would suggest, however, that neither party can sustain the levels of cuts they are proposing for nonsecurity discretionary spending, which while just over a tenth of the federal budget covers most government programs, like air traffic control, national parks and cancer research.

Typically, such spending has grown faster than inflation, but not nearly as fast as that for much bigger items whose costs are driving projections of a dangerously mounting debt — the military, the entitlement programs Medicare, Medicaid and Social Security, and interest on that debt.

While the Pentagon would not be subject to his freeze, Mr. Obama proposes reducing its previous spending plans by $78 billion over five years and cutting several weapons programs, including a Joint Strike Fighter engine and Marine expeditionary vehicle.

Together with “a pretty big reduction” in war costs from troop withdrawals in Iraq, the overall military budget would be smaller in real terms than it currently is, the administration official said. “We’re going from an environment where, if something was for defense, it was outside of normal budgetary discipline,” the official said, “and we’re saying that can’t be anymore.”

Mr. Obama’s budget assumes new revenues, mostly from tax changes he has already proposed that would affect multinational corporations and upper-income individuals, and savings from reduced interest payments on what he calculates as a lower federal debt.

Battle over alternative minimum tax
The president will also challenge Congress to offset the high costs of two actions repeatedly approved by lawmakers and presidents — one prevents the alternative minimum tax from annually hitting many middle-class households rather than only the affluent taxpayers it was intended for, and the other blocks a law that would slash payments to doctors who treat Medicare patients. In past years, the costs of those remedies have often simply been added to deficits.

To pay for adjusting the alternative minimum tax for three years, through 2014, Mr. Obama again will propose a limit on the tax deductions that people in the top brackets can claim. Congress has rejected that idea, which would raise roughly $300 billion over 10 years.

To offset the cost of protecting physicians’ reimbursements for two years, he will propose $62 billion in savings through changes that squeeze Medicare and Medicaid payments to hospitals and doctors and expand the use of generic drugs in federal health programs.

The budget confirms that Mr. Obama is not taking the lead in embracing the kind of far-reaching deficit-reduction plan recommended in December by a bipartisan majority of his fiscal commission. It proposed saving $4 trillion over a decade through specific cuts in spending for domestic, military and entitlement programs and new revenues from overhauling the tax code.

Fitness guru Jack LaLanne, 96, dies at Calif. home

LOS ANGELES — Jack LaLanne, the fitness guru who inspired television viewers to trim down, eat well and pump iron for decades before diet and exercise became a national obsession, died Sunday. He was 96.

LaLanne died of respiratory failure due to pneumonia Sunday afternoon at his home in Morro Bay on California's central coast, his longtime agent Rick Hersh said.

LaLanne ate healthy and exercised every day of his life up until the end, Hersh said.

"I have not only lost my husband and a great American icon, but the best friend and most loving partner anyone could ever hope for," Elaine LaLanne, LaLanne's wife of 51 years and a frequent partner in his television appearances, said in a written statement.

He maintained a youthful physique and joked in 2006 that "I can't afford to die. It would wreck my image."

Former "Price is Right" host Bob Barker credited LaLanne's encouragement with helping him to start exercising often.

"He never lost enthusiasm for life and physical fitness," the 87-year-old Barker told The Associated Press on Sunday. "I saw him in about 2007 and he still looked remarkably good. He still looked like the same enthusiastic guy that he always was."

Television staple
LaLanne (pronounced lah-LAYN') credited a sudden interest in fitness with transforming his life as a teen, and he worked tirelessly over the next eight decades to transform others' lives, too.

"The only way you can hurt the body is not use it," LaLanne said. "Inactivity is the killer and, remember, it's never too late."

His workout show was a television staple from the 1950s to the '70s. LaLanne and his dog Happy encouraged kids to wake their mothers and drag them in front of the television set. He developed exercises that used no special equipment, just a chair and a towel.

He also founded a chain of fitness studios that bore his name and in recent years touted the value of raw fruit and vegetables as he helped market a machine called Jack LaLanne's Power Juicer.

When he turned 43 in 1957, he performed more than 1,000 push-ups in 23 minutes on the "You Asked For It" television show. At 60, he swam from Alcatraz Island to Fisherman's Wharf in San Francisco — handcuffed, shackled and towing a boat. Ten years later, he performed a similar feat in Long Beach harbor.

"I never think of my age, never," LaLanne said in 1990. "I could be 20 or 100. I never think about it, I'm just me. Look at Bob Hope, George Burns. They're more productive than they've ever been in their whole lives right now."

Praised by Schwarzenegger
Fellow bodybuilder and former California governor Arnold Schwarzenegger credited LaLanne with taking exercise out of the gymnasium and into living rooms.

"He laid the groundwork for others to have exercise programs, and now it has bloomed from that black and white program into a very colorful enterprise," Schwarzenegger said in 1990.

In 1936 in his native Oakland, LaLanne opened a health studio that included weight-training for women and athletes. Those were revolutionary notions at the time, because of the theory that weight training made an athlete slow and "muscle bound" and made a woman look masculine.

"You have to understand that it was absolutely forbidden in those days for athletes to use weights," he once said. "It just wasn't done. We had athletes who used to sneak into the studio to work out.

"It was the same with women. Back then, women weren't supposed to use weights. I guess I was a pioneer," LaLanne said.

The son of poor French immigrants, he was born in 1914 and grew up to become a sugar addict, he said.

The turning point occurred one night when he heard a lecture by pioneering nutritionist Paul Bragg, who advocated the benefits of brown rice, whole wheat and a vegetarian diet.

"He got me so enthused," LaLanne said. "After the lecture I went to his dressing room and spent an hour and a half with him. He said, 'Jack, you're a walking garbage can.'"

Soon after, LaLanne constructed a makeshift gym in his back yard. "I had all these firemen and police working out there and I kind of used them as guinea pigs," he said.

He said his own daily routine usually consisted of two hours of weightlifting and an hour in the swimming pool.

"It's a lifestyle, it's something you do the rest of your life," LaLanne said. "How long are you going to keep breathing? How long do you keep eating? You just do it."

In addition to his wife, he is survived by two sons, Dan and Jon, and a daughter, Yvonne.
